CALGARY HENRY GEORGE SCHOOL OF ECONOMIC SCIENCE THE CANADIAN RESEARCH COMMITTEE ON TAXATION (CRCT) has been involved in reorganizing the activities of the various Henry George groups in Canada. The primary objective of the reorganization has been to coordinate research and administrative activities in the Ottawa office and to deploy the limited finances of Georgist organizations in Canada most efficiently and effectively. Their thrust now is to reach out to many diverse groups -- governmental, academic, commercial environmental -- to name only a few. CRCT is supported primarily by the Oscar Boelens Foundation (OBF) in Montreal and the Henry George Foundation of Canada (HGFC) in Toronto and operates with a professional Director of Research, Dr. Francis K. Peddle, both a practicing attorney, a lecturer in philosophy and an economist. The Peterborough Two Tier Property Tax Committee, chaired by Mal McCarthy, was quite active until Mal passed away in 1994. Its trust funds were distributed to the CRCT and the OBF. CRCT recently published two books -- Cities and Greed: Taxes, Inflation and Land Speculation and HENRY GEORGE AND THE END OF TAX COMMISSIONS: An Evaluation of the Ontario Fair Tax Commission., written by Dr. Francis K. Peddle. Copies are available from CRCT. John Fisher now operates the Two Tier Property Tax Committee which conducts ongoing tax impact studies on lowering the mill rate on buildings and increasing it on land values. His work is especially important with respect to the treatment of farmland under a property tax regime that incorporates land value taxation as its primary fiscal objective. A World Wide Web Site on Internet was established March 15, 1996, thanks to Jean Smith for the required funds. It will be continually updated with research data, papers and general information on Georgist activities in Canada. The address is http://www.crctaxation.org. E-mail can be sent to raynon@fox.nstn.ca. The 16th Annual CGO Conference will be in Ottawa, October 11-13, 1996. Programs and registration forms will be mailed in June, 1996. Recent Tax Reform Initiatives. In January, 1996, the Greater Toronto Area Tax Force produced a 269 page report that contained a substantial section on reforming the property tax. Its serious flaws are discussed in the books noted above. CRCT now publishes a bi-monthly newsletter which is available through membership which costs $20.00 a year.
